is not a strategy. so tonight hear romney's speech and we ask what are the real policy differences? mitt romney with harsh words for the president offering his own view of a greater american role around the world. >> our friends and allies across the globe don't want less american leadership, they want more. >> reporter: perhaps the biggest distinction, on syria. romney arguing the u.s. should partner with other countries to help arm the rebels to defeat president bashar assad. >> then ensure they obtain the arms they need to defeat assad's tanks and helicopters and fighter jets. >> reporter: romney's aide saying he is not suggesting the u.s. arm the rebels directly. president obama has opposed providing weapons to the rebels partly out of concern that those could bind up in the hands of terrorists. on iran mitt romney earlier this year saying this. >> if we re-elect barack obama, iran will have a nuclear weapon. >> reporter: but today was unclear what exactly romney would do that would be different. the obama administration imposing tough sanctions already. >> i will not hesitate

people romney said he could never convince to take personal responsibility. romney offering new explanation for those comments overnight. >> why didn't president obama bring that up? what would you have said if he did bring it up? >> clearly, in a campaign with hundreds, if not thousands of speeches, and question and answer sessions, you're going to say something that didn't come out right. and i said something that's just completely wrong. >> reporter: that was one of the first times we heard romney, in fact, the first time we heard him say he was completely wrong about those comments about the 47%. as far as the obama campaign is concerned, they've acknowledged in the last 24 hours, they have to look at their debate strategy before the next one. >> they know it has to change. >>> now, to the big jobs news. the latest report on unemployment will be out in just over an hour. let's bring in bianna golodryga for more on that. >> reporter: a very important report coming out this morning. economists can't another tepid jobs report for the month of september. estimates call for 115,0

. they even go so far as to say, what's the news? i don't know. that's straight from romney's communications director. >> right. you have to wonder, will this be an issue in tonight's debate. the jeremiah wright was a racially tinged scandal, led the president to give the speech in philadelphia, widely hailed, race is a comb mrx issue in the country always has been. we have yet to perfect and come to terms with yet. here we are again. we'll see if this has -- an impact. whose base it may rile up or not rile up. >> yeah, a lot of people are questioning whether or not it is news. this was a covered speech. but according to some even within the abc family, they said at the time, the campaign only put out prepared remarks in a prepared newspaper, posted a nine-minute edited version. abc and networks, was based on prepared remarks, not really what was said at the podium. definitely aster that i'm sure many outlets will be following. >> going to get some attention for sure. a lot going on in politics. that brings us to our facebook question of the day today. >> yep. we want to know

right, george. the speech was covered five years ago. though, not part of the remarks when then-senator obama ad-libbed. conserves are calling it explosive. the obama campaign is calling it a desperate attempt by romney's allies to change the subject. speaking to the largely african-american hampton university ministers conference in june 2007, then-senator obama went off his prepared remarks. using a different speaking style than usual, obama charged new orleans, post-hurricane katrina, was supposed to get disaster from the stafford fund. a requirement waived for other disaster victims. >> when 9/11 happened in new york city, they waived the stafford act. said this is too serious a problem. we can't expect new york city to rebuild on its own. >> reporter: same with hurricane andrew in florida, he said. but -- >> what's happening down in new orleans? there's your dollars? where's your stafford act money? makes no sense. tells me the bullet hasn't been taken out. tells me that somehow, the people down in new orleans, they don't care about as much. >> reporter: beyond the accuracy

with 29 days left to go in the the election. mitt romney delivers a major foreign policy speech in virginia today after spending the weekend drawing huge crowds in florida, and president obama is in california where last night he poked fun at his lack luster debate performance last week. he gave a nod to the performance at a star-studded event included stevie wonder and katy perry. >> they perform flawlessly night after night. i can't always say the same. >> the president is expected to raise more than $9 million during his two-day swing through california. >> and mitt romney has a big day. expected to elaborate a little more on his foreign policy, and he will speak to fill in more details as to that plan that he laid out a couple weeks ago, but that's going to happen around 11:00 eastern. >> and only 29 days left to go. but you have to wonder, too, with the 67 million people watching that debate, the race has gotten fighter and it's a fight to the finish. two weeks ago it was looking bad and bleak for romney and it is amazing how the wind has changed and romney has the wind at his
